After corrupt police murder his father, young Velu flees to Bombay's Dharavi slums and is raised by a smuggler. When his mentor is killed, Velu exacts revenge on the corrupt inspector Kelkar, though guilt drives him to secretly support Kelkar's widow and disabled son, Ajit. Velu eventually rises to power as "Velu Naicker," a beloved but feared mafia don. His criminal empire comes with a heavy personal cost: rival gangs murder his wife, and his son tragically dies following in his footsteps. Disgusted, his daughter Charumathi abandons him, eventually marrying Patil, the very police officer tasked with bringing Velu down. To protect his loyal allies from police torture, Velu surrenders. A loyal public refuses to testify, leading to his acquittal, but his victory is cut brutally short. Outside the courthouse, a vengeful Ajit—having just discovered who really killed his father—shoots the legendary don dead.
