International gangsters get together to prevent India from becoming an atomic power. They abduct the Chief scientists and bomb their planes. This case is handed over to Agent 116, Gopal Pandey by the Indian Secret Service, whose fiancé was recently killed. His investigation takes him to Bijli, a dancer who is involved with the gangsters. He befriends her and slowly unravels the mystery.
