Bhau Patil and Baadshah Khan are underworld dons. When the fierce rivalry of their gangs has created havoc in the city, the Police Commissioner hands over the case to encounter specialist A.C.P. Khan (Om Puri) but another officer A.C.P Baghmare (Govind Namdeo) is less than enamoured of Khan's way of working. To his horror, he finds that Khan's approach is to 'off' the criminals rather than spend time booking and trying them. Can Khan control the gang situation his way or will he see worth in Baghmare's conventional methods?
