The film tells the biographical and dramatic story of the reformist Prime Minister Basava (Basweshwar). As he tries to implement his progressive vision for society, corrupt officials begin to conspire and plot against him. The story follows his struggle against these opposing forces and asks the ultimate question: will his reformist vision ultimately prevail against the corruption?
