Honest constable Purshottam Sathe dreams of seeing his son, Shiva, become a police inspector. However, after penalizing a politician's son, Purshottam is transferred to Kala Chowk, a dangerous Mumbai area ruled by underworld boss Billa Gilani.

When Billa publicly assaults Purshottam, Shiva intervenes and severely beats the gang. The incident drastically alters Shiva's life as the neighborhood begins hailing him as their new local don. Despite Shiva's efforts to stay out of crime, local thugs and his own brother-in-law exploit his feared reputation to collect extortion money.

Gradually dragged into the underworld, Shiva faces a critical dilemma. He must survive the inevitable retaliation from Billa's gang while fighting to salvage his father's dream of him joining the police force.
